It is a little bit strange that WhatsApp doesn’t allow me to add people to broadcast list. I have learned that it is not possible if they haven’t add you as contact. However they are in my contacts. Why WhatsApp messenger is not allowing this? I see nothing wrong with this.

I believe you will not use it for spamming purposes however spamming in WhatsApp improved very much in last two years. This is why WhatsApp started to ban people recently. Unfortunately people used this feature for spamming too much. So they have stopped users to reach others which hasn’t been added to contacts. If you are going to use this service for your family or friends, you can ask them to add you nicely. If you will use it for your customers, you can talk them that you want to provide a better services for them through broadcasting on WhatsApp messenger.
Unfortunately while there are too much bulk message abuses and there are too much promotions through WhatsApp, this is a right choice of developers. Personally I would dislike a random person to add me a broadcast for spam purposes or promotions. I believe it is just for good of WhatsApp users who want to use the application for communicate with their friends, parents, etc.
I recommend you to use Group Chat instead of broadcasting. It is because you can add people to group chat and you don’t need to have them to add you to contact list. However as same as Artemisia mentioned in the post, you can get ban from WhatsApp if you ever try spam on group chat. There are many people who got banned because of adding people to group chat, mass messaging to people, etc.
Since WhatsApp can never know that user purposes with usage of broadcasting, I believe they have blocked this service for non-contacts and it is understandable. There are many weird and pervies on internet. It is a good decision of devs.
