Albanians are modern and secular people of Europe. We have democracy in country. It is not perfect but we have it. At the least the democracy in Albania is much better than most other Balkan countries in the region. WhatsApp is working in my country as same as many other countries of Europe. You can use it safely in Albania.

Yes, there is no limit on this. You can do anything and you don’t need to worry about this. Personally I have friends from Albania, I could manage to voice calls and video calls them through WhatsApp. It is working perfectly.
Albania is a modern and democratic country. Of course you can use WhatsApp in Albania.
I don’t think that modern and democratic are very suitable description of Albania. However their governments have nothing to do with WhatsApp.
