Albanians are modern and secular people of Europe. We have democracy in country. It is not perfect but we have it. At the least the democracy in Albania is much better than most other Balkan countries in the region. WhatsApp is working in my country as same as many other countries of Europe. You can use it safely in Albania.

Yes, there is no limit on this. You can do anything and you don’t need to worry about this. Personally I have friends from Albania, I could manage to voice calls and video calls them through WhatsApp. It is working perfectly.
As far as I know there are many limitations in United Arab Emirates too.
