I would like to create a Facebook for someone but I am going to use it. Honestly I am going to impersonate him with that account? What happens if I do that? Besides I live in Macedonia and he lives in Kosovo.

I recommend you to not to involve this. There are many stories on internet about Facebook impersonation. They didn’t end well. Most of those people are looking for a good attorney at the moment.
I don’t recommend you to do it at all. You can lose all your Facebook accounts. The penalty of impersonation can be too bad nowadays. Check your state laws about it.
Other than what Teri told, if your account has flagged by the real owner, you are going to be banned from Facebook or you won’t access to your account at all. This won’t be limited with your fake account though. If Facebook staff reveals your real account, you will also lose that account too. Facebook had many problems with impersonations and they are not going to forgive any accounts which are related with this issue.
Impersonation in Facebook is a crime in most of countries of Europe. I have investigated it a little bit. However I have checked EU laws. I don’t know what is situation for Macedonia and Kosovo. I recommend you to check laws about impersonation. Normally if you can do it in US or EU countries, there will be a fine of it. This won’t be a small amount though. Additionally if you harass someone, you can be even jailed. I recommend you to avoid to do that even it is international.
